Livonia Avenue

Livonia Avenue Initiative - L2 and Brownsville Site C are multisite development projects located along Livonia Avenue in the East New York and Brownsville sections of Brooklyn. Both are products of community planning work undertaken by the city and public RFPs seeking development on the city-owned sites. MAP was part of the winning RFP team for each set of sites, offering proposals that responded to the neighborhood context and needs. Refined through ULURP and community engagement processes, the urban planning and architectural design ideas are buoyed by input from local stakeholders and in turn support their shared goals.

In December 2014, HPD awarded the second phase of the City’s Livonia Corridor redevelopment initiative, L2 to MAP with the development team BRP Companies, HELP USA, the Local Development Corporation of East New York (LDC ENY), and Community Solutions. This four-building, transit-oriented development flanks the #3 elevated subway line and offers 299 units of affordable housing, community facility space and commercial space. It is the first project to be financed under the City's Extremely Low and Low-Income Affordability (ELLA) program.

The core of the design responds to the strengths and challenges of Livonia Avenue. The buildings are oriented and shaped to mitigate the effect of sound and vibration from the elevated train. This design also screens apartments from on-coming trains on the same side of the track. The residential portion of the building including the tenant community spaces are situated above the tracks while the commercial and community facility spaces are located along Livonia Avenue to activate the streetscape.

In contrast to the residential units which are designed to create privacy, the commercial space engages and enhances the avenue. With large glass storefronts and signage encouraging both subway riders and passersby to take notice, all of the commercial spaces in the four sites, have a uniform design creating a cohesive, unified aesthetic across multiple properties and connections throughout the overall urban fabric.

In 2016, HPD launched a community-based planning process to develop a shared vision and plan for the future of Brownsville. Working with residents, elected officials,community-based organizations, and other government agencies, HPD hosted a series of public workshops, implemented an online engagement tool, and participated in community events. The end result of these efforts was the release of the Brownsville Plan in 2017. In coordination with the release of the plan, HPD issued the Brownsville RFP to redevelop a number of sizeable vacant City-owned sites within the neighborhood. The Brownsville Plan is slated to create over 2,500 new affordable homes, representing more than $1 billion of investment.

Site C - Livonia 4 is a multi-site development along Livonia Avenue that will offer over 500 units of affordable housing serving a range of incomes and populations, including extremely low-income households, working families, youth aging out of foster care, formerly homeless individuals, low-income seniors and others ranging from under 30% of AMI up to 80% of AMI.

The largest site, C1 is being developed by Radson and will include a new supermarket, cafe and a 12,000 SF rooftop greenhouse that will serve as a new local source of fresh produce for building residents and the community through the supermarket and café. Community Solutions is the developer for C2 which will provide 82 units of supportive housing and a drop-in center for runaway youth. Catholic Charities is the developer for C3 and will provide a new senior center and 142 units of senior housing with 43 of them dedicated to formerly homeless residents. C4 is being considered for home ownership and will have a 25,000 SF Boys and Girls Club.
